The presence of /etc/vx/reconfig.d/state.d/install-db will prevent Volume Manager from starting up. This is a flag file and is only checked by vxvm-recover, vxvm-startup1, vxvm-startup2 and vxvm-sysboot scripts. On Solaris 10 these files can be found in /lib/svc/method.
To correct this problem, remove the follwing file:
rm /etc/vx/reconfig.d/state.d/install-db
and then reboot the system. VxVM should start now.
